FIFCL – Regulations for documentaries, shorts and features

Article 1

The purpose of the Liège International Comedy Film Festival is, in a spirit of friendship, laughter and universal cooperation, to reveal and showcase quality works, with a view to serving the evolution of the cinematographic art and promoting the development of the film industry worldwide.

Article 2

The Liège International Comedy Film Festival selects and invites the films that will be presented in the Official Selection, in Previews or in Special Screenings.

Article 3

Once selected, no film can be withdrawn from the program during the Festival.

Article 4

During the Festival, none of the invited films may be screened outside the Festival halls before their official presentation.

Article 5

Only films that meet the following criteria can be chosen and invited to the Official Selection:

  • The competition is open to feature films and shorts, as well as documentaries, comedy, unpublished, of Belgian or international production, having been made during the 12 months preceding the FIFCL.
  • To be eligible for selection, a feature film must be longer than 60 minutes.
  • The Festival does not accept films between 20 and 60 minutes in length.
  • Films lasting 20 minutes or less (including credits) are eligible for the short film selection.
  • Films in competition cannot have been broadcast on the Internet or released on DVD.
  • An Internet link with password is mandatory(e.g. on Vimeo).
  • If selected, the final copy of the film must be delivered to Liège no later than Friday, October 18, 2024.
  • The selection committee will be able to view a film:
    • WITHOUT subtitles if the original language of the film is French or English.
    • WITH subtitles in French or English for other languages.

Article 6

The deadline for entries for documentaries and short and feature-length films proposed for selection is Friday, September 13, 2024 at 11:59 pm.

The registration of films must be done on the Register a film page.

Documentaries, shorts and features must be submitted to the Festival no later than Friday, October 18, 2024. Films must be sent to Gofilex (Gofilex will then send your film to the Festival by network).

Article 7

All films must be presented in their original version and subtitled in French (except for films whose original version is in French). Any language in which the film is or will be broadcast in its country of origin is considered an original version.
The Selection Committee and/or the Board of Directors will assess the extent to which a version that does not exactly meet this definition may nevertheless be retained.
The costs of subtitling are to be paid by the Belgian producer, seller or distributor. Screenings during the event are provided by FIFCL service providers/partners (asbl Les Grignoux, Kinepolis Group or sub4u).

Article 8

The teams of films selected for the Official Selection agree to use the FIFCL “Official Selection 2024” logo on all advertising materials. In addition, prizewinners and distribution companies undertake to include, on their advertising materials, the mention of the prizes as defined in the Liège International Comedy Film Festival graphic charter, available on the official website.

On each communication support (poster, banner, advertising, video related to the presence of the film teams in Liege), the logo of the Liège International Comedy Film Festival must imperatively be on the poster.

Article 9

The cost of insuring copies and/or cassettes on the way to and from the event is the responsibility of the owner.

The cost of transporting the copies and/or cassettes to and from the Festival is the responsibility of the owner (only the cost of transporting them back is the responsibility of the Festival).

Article 10

a) Feature films and documentaries

The Festival will cover travel, accommodation and meal expenses, as defined in article 12, for a maximum of 3 talents per film in the Official Selection. Any additional talent will, unless otherwise approved by the FIFCL Board of Directors, be charged to the participants.

b) Short films

The Festival will pay for one night’s accommodation (one double room) from Sunday November 10 to Monday November 11, breakfast, lunch and dinner, and a cashless bracelet worth €50 for each film entered. Travel expenses and any extra nights are the responsibility of the film crew.

Article 11

To enter a film, at least one talent must be present at the screening, and at least one talent must be present at the awards ceremony. In the absence of a talent, the film team undertakes to delegate a Belgian producer, salesperson or distributor. Registering a film is a commitment.

Article 12

The FIFCL will cover travel expenses, hotel accommodation and drinks included in the Festival’s written proposal at the time of confirmation of the film’s selection. The talents and/or accompanying persons of each film team (sales representatives, producers, distributors, press attachés, agents, etc.) will be asked for a VISA stamp on arrival at the hotel. This imprint will cover drinks taken from the hotel bar or room mini-bar, meals other than those organized by the Festival, any damage in the room, and any nuisance considered as such by the hotel. Any changes to travel, accommodation or meal arrangements must be agreed in advance.

Article 13

In the event of cancellation of one or more talents less than 11 days before the scheduled date, the film distributor or vendor will cover the cost of cancellation of transport and hotel accommodation.

Article 14

Participation in the Liège International Comedy Film Festival implies adherence to these rules. Film crews agree to respect the spirit of the Festival, the public and the premises.
In case of disagreement on the interpretation of the rules, the French text will prevail.
These rules apply to the entire Official Selection.
